In the meantime, with the help of family members, Ta'John Goodwin, 20, turned himself in to police at the sheriff's office.
Goodwin and Shelley are both facing murder charges.
According to the sheriff's office, the incident occurred on Friday at approximately noon. Carter was shot and found at the site by deputies. The Richland County Coroner's Office reports that he later passed away from his wounds.
A potential motivation is still being looked into by officials.
